"Training stopped" is not a certificate. A neural policy can stop moving because it is stuck, because its gradients vanished, or because it is cycling too slowly to see. None of those is equilibrium — the test is whether anyone can still profitably deviate. Supervised learning descends a scalar loss. A game follows a vector field that is generally not the gradient of anything, so rotation is a failure mode single-loss training never has. The single most reusable result in the piece: an approximate exploitability estimate is a LOWER bound on true exploitability. So a low number is the untrustworthy one — it is equally consistent with a robust policy and with an attacker that did not try hard enough. And your network may already be a game.
